Chapter 1: Voting intention for the General Mayor of the Capital
BAROMETER Informat.ro – INSCOP Research is a monthly opinion poll conducted by INSCOP Research on behalf of the news platform Informat.ro in partnership with the Strategic Thinking Group think tank.
BAROMETER Informat.ro – INSCOP Research aims to bring to the public's attention topics of interest to stimulate national conversations about various subjects and essential public policies for the present and future of Romania, based on the opinions of Romanians in partnership with think tanks and prestigious academic institutions. It is an initiative through which we aim to contribute to the strengthening of democracy by using scientific and credible tools that bring the voice of citizens to the forefront of public debate.
Methodology: Data was collected between November 17 – 19, 2025, using the CATI method (telephone interviews), with a simple stratified sample volume of 1107 people, representative of significant socio-demographic categories (gender, age, occupation) for the non-institutionalized population of Bucharest, aged 18 and over. The maximum allowable error of the data is ± 2.95%, at a confidence level of 95%.

On a scale from 1 to 10, where 1 means "definitely not" going to vote and 10 means "definitely yes" going to vote, 9.4% of Bucharest residents chose 1, 0.9% chose 2, 0.8% chose 3, 0.3% chose 4, 3.2% chose 5, 1.1% chose 6, 2.9% chose 7. 3.5% indicate 8, 5.0% 9 and 72% indicate 10. Z% do not know or do not answer this question.

Voting intention for POTENTIAL VOTERS, those who expressed a voting opinion (83.6% of the total sample)
Among those who express a voting opinion (that is, 83.6% of the total sample), 26.6% would vote for Daniel Băluță (PSD), 24.2% for Ciprian Ciucu (PNL), and 19.1% for Anca Alexandrescu (independent, supported by AUR and PNȚCD). 11.6% of Bucharest residents would choose Cătălin Drulă (USR) as the General Mayor of Bucharest, 6.5% express a preference for Ana Ciceală (SENS), 3.5% for Alexandru Zidaru Makaveli (independent), and 3.5% for Eugen Teodorovici (independent), 1.7% for Vlad Gheorghe (Partidul DREPT), 1.7% for Dan Cristian Popescu (independent). 0.9% of respondents with a voting opinion choose Gigi Nețoiu (independent), 0.3% choose Dan Trifu (independent), 0.2% for George Burcea (POT), and 0.2% indicate another candidate.
Voting intention for MOBILIZED VOTERS, those who expressed a voting opinion and declare that they will definitely vote (62.9% of the total sample)
Among those who will definitely vote (that is, 62.9% of the total sample), 27.1% would vote for Ciprian Ciucu (PNL) as the General Mayor of Bucharest, 24% for Daniel Băluță (PSD), and 21.3% for Anca Alexandrescu (independent, supported by AUR and PNȚCD). 12.1% of Bucharest residents would choose Cătălin Drulă (USR), 7.6% for Ana Ciceală (SENS), 2.1% for Alexandru Zidaru Makaveli (independent), and 2% for Eugen Teodorovici (independent). 1.1% of Bucharest residents who will definitely vote would choose Vlad Gheorghe (Partidul DREPT), 1.1% for Dan Cristian Popescu (independent), 1% for Gigi Nețoiu (independent), 0.4% for Dan Trifu (independent), 0% for George Burcea (POT), and 0.1% indicate another candidate.
