Alexandru Rogobete is urgently calling on Horațiu Moldovan to step down as head of the National Health Insurance House and is criticizing the provisions of the new governing program regarding hospital funding and evaluation. The former health minister expressed his position in a message posted on Facebook.
The dispute centers on the link between hospital funding, bed occupancy rates, and the volume of medical services provided. The reforms promoted in 2026 provide for adjusting the number of beds to the population’s needs, expanding outpatient and day-hospital services, and changing the funding mechanism. The Ministry of Health says the measures aim to use resources more efficiently without reducing patients’ access to services.
Rogobete argues, however, that small hospitals could be disadvantaged if their performance is assessed primarily by the number of occupied beds and by costs. He stresses that an empty bed can represent a necessary reserve for emergencies, mass-casualty incidents, or periods of increased demand.
The former minister is also calling for guarantees regarding doctors’ and nurses’ incomes, proper payment for on-call shifts, their reorganization, and measures to retain staff in shortage specialties. In his view, reducing funding for hospitals with lower activity could trigger a vicious circle: fewer resources, staff losses, and reduced services, followed by justification for closing some facilities.
Rogobete maintains that performance should be measured through medical outcomes, access, patient safety, case complexity, and quality of treatment—not only by bed occupancy rates.
