The online agenda over the past week was dominated by topics related to pensions, investments, taxation, and the financing of public projects, as well as international economic developments with a potential impact on Romania. An assessment conducted through the NewsVibe platform, which integrates artificial intelligence technologies for analyzing content from the media and social networks, indicated the publication of 25,171 economic-related materials during this period, on web sources, Facebook, YouTube, and TikTok platforms relevant to Romania. The processed data revealed ten entities that benefited from an intensified presence in the digital environment, analyzing both the elements underlying this growth and the contribution of online channels to the dissemination and consolidation of messages. The ranking of trending topics is based on new trends that emerged over the past week.

Law no. 8/1996 and Law no. 360/2023: Law no. 8/1996 and Law no. 360/2023 are related to Romania’s pension system and the changes made to it. Law no. 360/2023 regulates the gradual increase of the retirement age for women to 65, with a complete schedule for the 2026–2035 period. Discussions also address which bonuses and premiums may influence the pension amount, including the 13th salary and overtime, if contributions were due on those amounts. Another aspect concerns how years of university are taken into account for retirement, with representatives of the Pension House stating that the law benefits Romanians. A report by the Court of Accounts is also mentioned, showing that the Ciolacu Government took 1.6 billion lei from the Reserve Fund to cover the pension deficit.

The BRICS Summit: The BRICS summit in New Delhi generated extensive discussion, particularly in the context of China’s proposals to create an “open source AI zone” for BRICS members. The leaders of Iran and Russia criticized Western economic sanctions and called on BRICS states to reduce their dependence on the dollar by increasing trade and investment in local currencies. Vladimir Putin warned Europe about the price of gas, while Xi Jinping advocated closer economic and technological ties between BRICS countries.

US Ballistic: A $25 million American investment by US Ballistic at the Sadu Mechanical Plant, for a new NATO ammunition production facility, represents a positive economic development. This investment brings cutting-edge technology and creates 150 new jobs, being considered an important step for Romania’s defense and a revival of the arms industry.

Operation FOCUS: ANAF launched Operation FOCUS, a national action to verify the activity of currency exchange offices, targeting 180 units across the country. This operation, an expansion of a pilot project, aims to combat tax noncompliance in the sector by checking the tax registration of transactions, cash registers, and accounting records.

Anghel Saligny: The National Investment Program “Anghel Saligny” was left without budget funding for the current year, with the Ministry of Development suspending the submission of new transfer requests. At the end of June, only 12% of the contracted projects had been completed, while most of the money went to the counties of Iași, Suceava, and Bihor. There is criticism regarding the way the budget deficit is being managed, with accusations that invoices are being “put at the back of the queue” instead of being covered.

Capital Market Forum: The ninth edition of the Capital Market Forum, organized by Financial Intelligence at the National Bank of Romania, was an important event for the financial sector. The main topics included the development of the local market, new infrastructure projects, and growth opportunities for the Bucharest Stock Exchange.

Savings and Investment Accounts: The Chamber of Deputies adopted the Law on Savings and Investment Accounts (CEI), a new mechanism allowing Romanians to save and invest long-term for retirement, based on the American model and benefiting from a special tax regime. This law allows people to obtain a higher pension through stock market investments, without taxes on gains.

Genius: eMAG announced changes to its Genius subscriptions, introducing three different plans starting October 1. These vary in price and benefits, from the Genius Light Plan (12.99 lei/month or 69.99 lei/year) to plans priced at up to 70 lei/month. Customers were notified about these changes and how to choose between the new subscription types.
