The international security themes from the last week have focused on several major risk hotspots, which practically redraw the boundary between regional and global security. The most visible topics are the coordinated offensive against transnational organized crime and doping, the maintenance and contestation of the security architecture in the Western Balkans, the pressure on American institutions in cases with global stakes of credibility, and the strategic repositioning of the United States towards Iran and the international economic order.


Methodology


The data was collected by the media monitoring platform NewsVibe Romania, during the period of February 19-25, 2026, finding over 10,000 articles published in the global press. The ranking of international security themes is based on the number of mentions and their visibility in press articles from the last seven days, taking into account the estimated impact of each material and the recurrence of the subject in distinct sources. The analysis selects only topics that explicitly address military, strategic, internal and external security dimensions, human rights with international criminal implications, as well as critical infrastructures and cybersecurity.


Transnational organized crime and doping


A major security pole is represented by the international operation SHIELD VI, coordinated by Europol against the trade in counterfeit medicines, doping substances, and illegal supplements. According to available data, the action covers approximately 30 states, mainly from Europe, and targets an extensive network of actors: wholesale distributors, pharmacies, online intermediaries, clandestine laboratories, and groups specialized in doping athletes.


Within the operation, over 3,300 individuals have been processed, nearly 1,000 investigations have been opened, and 43 organized criminal groups have been identified and investigated, operating both on national markets and along cross-border routes. These groups have used combinations of physical and digital channels, from classic transport and local distribution to websites and online platforms, including "virtual" pharmacies selling to customers in multiple countries.


The operation led to the closure of five illegal laboratories, where doping substances and counterfeit medicines were produced or packaged, and the blocking of 66 websites used for marketing, indicating a wide geographical coverage within and around the European Union.


Coordination takes place under the umbrella of Europol, with the support of agencies such as OLAF (the component for protecting the financial interests of the Union), Frontex (the border control dimension), Interpol (the global police cooperation component), and WADA (the sports doping dimension). Implicitly, countries with large consumer markets, logistical hubs, or established smuggling routes are targeted, making this operation a test for the ability of European states to act integratively against organized crime with health and economic impacts.


The Western Balkans: Kosovo and Serbia


The Western Balkans remain an essential security hotspot, and the analyzed articles show that the center of gravity is distributed between Kosovo and Serbia, with direct involvement from the United States and the European Union. In Kosovo, the NATO-led KFOR mission maintains a stable presence, with nearly 600 American soldiers deployed, involved in daily patrols, exercises, field activities, and reconstruction and economic development projects in local communities.


The KFOR commander emphasizes that there are no decisions regarding a substantial reduction of the American contingent, which sends a clear signal that Washington continues to consider Kosovo a strategic area for European security and for NATO's credibility. The presence of the United States functions both as a military guarantee and as a tool for building trust among local communities, through direct interactions with the population and support for civil projects.


On the other hand, in Serbia, attention is focused on the political dispute related to the status of the Serbian community in Kosovo. President Aleksandar Vučić insists on the rapid formation of a dedicated structure for municipalities with a Serbian majority population in Kosovo and warns that delaying or refusing this arrangement could fuel tensions and deteriorate the security climate.


In discussions with the EU envoy, the message conveyed is that the lack of concrete progress in the Belgrade-Pristina dialogue risks pushing the situation towards escalation, in a context where the Serbian community feels vulnerable and discriminated against. The European Union appears both as a mediator and as a responsible actor for maintaining stability, and this file becomes a test for the EU's ability to manage crises in its neighborhood.


Thus, the themes unfolding in Serbia and Kosovo are inseparable from the commitment of NATO and the European Union, and the stakes exceed the local framework, targeting regional security and the credibility of the Euro-Atlantic architecture as a whole.


Negotiations between Russia and Ukraine


The negotiations between Russia and Ukraine held in Geneva bring together the official delegations of Russia, Ukraine, and the United States, with Rustem Umerov leading the Ukrainian team and Steve Witkoff, also accompanied by Jared Kushner, in the role of special envoy of Washington, alongside designated representatives of Moscow. Volodymyr Zelensky announced last week, in Geneva, that the meetings between the delegations of Ukraine, the United States, and Russia aimed to outline a "prosperity" package for the reconstruction of Ukraine, including the regions severely affected by the war, such as Donbas, and to prepare a trilateral discussion format USA-Russia-Ukraine.


The agenda included post-war economic reconstruction, possible investment schemes and financial support, as well as political and security themes, such as prisoner exchanges and outlining security guarantees for Ukraine, under conditions where the status of the occupied areas, including Donbas, remains a central subject of discussions.


The dialogue unfolded at an intense pace, with almost daily contacts between the American envoy Steve Witkoff and Ukrainian Minister Rustem Umerov, however, the results remained limited in relation to expectations regarding the approach to a peace agreement. For the United States, the Geneva format served to test the parameters of a future reconstruction and security architecture, while for Ukraine it represented an opportunity to obtain clearer commitments from Washington and to publicly reaffirm the refusal of any territorial concessions, including in Donbas.


Zelensky linked these discussions to sensitive files, such as the security of the Zaporizhzhia nuclear power plant and the presence of Western military forces on Ukrainian territory, presenting them as parts of the same security package.


At the same time, the negotiations were influenced by warnings from the U.S. State Department to Kiev regarding attacks on Russian infrastructure with potential impacts on American economic interests, highlighting the interdependence between the military and economic components of the conflict.


The confrontation between the United States and Iran


Washington's policy towards Iran, in the last week, has been defined by a dual message: diplomacy is declared as the preferred option, but scenarios for the use of military force remain explicitly on the table. Donald Trump conveys that he wants "an agreement" and that the first line of action is negotiating Iran's nuclear program and ballistic missiles, but also sets a time frame of 10-15 days for Tehran to accept a compromise, warning that otherwise "very bad things" will follow for Iran.


At the same time, the United States has continued a large military deployment in proximity to Iran, sending a second group of aircraft carriers (USS Gerald R. Ford joining USS Abraham Lincoln) and several guided missile destroyers in the Arabian Sea and the Indian Ocean, in a configuration described by military sources as prepared for a "very kinetic" conflict. These deployments, coupled with Iranian exercises and the temporary closure of some sectors in the Strait of Hormuz, have fueled the perception that the two states are in a crisis phase where a miscalculation could trigger a direct confrontation.


In the background, Washington anchors its message in a broader economic and energy agenda. Trump insists on the capacity of the American economy to attract massive investments and suggests the idea of globally significant taxation tools, even though plans for generalized tariffs have encountered legal limits within the U.S. Even without fully clarified technical details, the line of force indicates the intention to combine military pressure, sanctions, and economic levers to reconfigure the balance of power in the region and to force Iran to accept stricter constraints on its nuclear program.


In this context, Iran appears simultaneously as an inevitable interlocutor at the negotiating table and as a potential adversary in a scenario of regional escalation. Any further deterioration of the Washington-Tehran relationship could affect the stability of the Middle East and have direct effects on energy markets, as Iran remains a relevant player in the oil and gas market, and the Strait of Hormuz remains a critical crossing point for global exports.


Decisions made in Washington regarding sanctions, possible concessions, or military deployments in proximity to Iran will continue to produce effects that exceed the bilateral relationship. These decisions can influence trade and investment flows at the transatlantic and global level, both through their impact on energy prices and the perception of risk in the region, as well as through how other states calibrate their policies towards the United States and Iran based on the evolution of the crisis.


Implications for Romania


The Western Balkans, especially Kosovo and Serbia, form an arc of instability in the immediate vicinity of Romania, in an area where NATO and the European Union are involved both through the KFOR mission and through various political mediation formats. The fact that the American military presence in Kosovo is maintained at a level of several hundred soldiers, and that Serbia and the EU are engaged in tense discussions regarding the status of the Serbian community in Kosovo, shows that the risk of escalation is not theoretical but permanent.


For Romania, any deterioration of the situation in Kosovo or prolonged blockage in the Belgrade-Pristina dialogue could mean additional pressures on NATO's eastern flank, from possible migration routes and regional trafficking to the need for military reassurance in Southeast Europe. At the same time, the way the European Union manages this file tests its credibility as a security actor, at a time when Bucharest is counting on a stronger EU involvement in defense policy and in relations with the eastern neighborhood.


Transnational organized crime, visible through operation SHIELD VI, crosses multiple European states and combines production, transit, and distribution routes that do not respect borders. The networks involved in the trafficking of counterfeit medicines and doping substances use both physical infrastructure (land, maritime, air transport) and online channels, making states located on transit axes, such as Romania, important pieces in the counteraction effort.


From this perspective, police, customs, and judicial cooperation at the European level is no longer just a technical exercise, but a direct strategic interest for Romania, which must limit risks to public health, the integrity of its internal market, and the credibility of its institutions. Active participation in such operations, data exchange with Europol, and strengthening internal investigation and prosecution capabilities become elements of security policy, not just internal policy.


The foreign policy of the United States towards Iran and the possible military or economic developments that arise from this influence the strategic environment in which Romania defines its role as an ally on NATO's eastern flank. Any escalation in the Middle East, whether through direct confrontations or attacks on energy infrastructure, could redirect American attention and resources, with effects on the pace and nature of military presence in Eastern Europe. Additionally, tensions between Washington and Tehran can affect energy prices and the stability of supply routes, which indirectly impacts European economies, including the Romanian one. For Bucharest, this means that the robustness of the security relationship with the United States must be complemented by its own strategy for energy diversification and adaptation to possible external shocks.
