Ministers' Monitor. Week July 9-15, 2025

Two ministers from PSD and one from USR lead the ranking of the visibility of government members in the last week, according to the monitoring conducted through the media intelligence NewsVibe platform, which evaluates their online coverage in relevant web and social media sources. The top includes only the names of the ministers, excluding the name of Prime Minister Ilie Bolojan, with a clearly higher visibility.
Energy minister Bogdan Ivan(PSD) is the most present minister in the online conversation between July 9-15. His decision to voluntarily donate 20% of his salary to the state and his exhortation to the directors of companies subordinated to the ministry to do the same gesture have brought the Energy Minister the highest online impact. He is followed by the Minister of Economy, Radu Miruță (USR), whose name was present in the conversation about the salaries and allowances of directors of state-owned companies. The podium is completed by Health Minister, Alexandru Rogobete (PSD), who attracted attention, among other things, by visiting the construction site of a new hospital in Târgu Mureș, but also by messages related to health reform (performance pay, hospital food, etc.).
The low volume of online mentions of Deputy Prime Minister Marian Neacșu (PSD), who closes the top of the list of government members, is also noteworthy.
By comparison, Prime Minister Ilie Bolojan (who is not included in the comparative measurement) received more than 6,200 online mentions - almost double the amount of mentions of all other members of the Government.

TRENDS IN MINISTERS' VISIBILITY. While the Minister of Energy is on an upward trend, with a significant increase in online visibility compared to the previous week, the incumbent of the Economy is on a downward trend in terms of impact, as is the Minister of Health - the latter, however, is reflected mostly in positive contexts, according to data derived from the sentiment analysis.

PUBLIC TONE BAROMETER. The names of ministers mentioned in a positive context include Alexandru Rogobete and, secondarily, Bogdan Ivan, as well as topics related to investments in the health sector (in the context of the visit of the two ministers to the construction site of the new building of the Bistrița County Emergency Hospital).
From the perspective of the negative tone, there are references in unfavorable contexts to Bogdan Ivan, as well as to Oana Țoiu and Radu Miruță, but also to topics such as the bonuses at the Energy Holdings Administration Company (SAPE), after the scandal related to the "woman's bonus".
Sentiment analysis developed by the NewsVibe platform uses specially trained AI algorithms and LLM tools to detect nuances of tone in the context of references to each of the relevant entities in an online conversation, in this case in the aggregate of mentions of Romanian government ministers.

SEMANTIC NETWORK OF GOVERNMENT DEBATES. In order to analyze the overall picture generated by the discussions about cabinet members in the last week and gain insight into how the main actors are connected, we use semantic network analysis, a tool developed by NewsVibe that allows visualizing the relationships between topics, personalities and themes, based on their co-appearance in the mentions collected from the most influential online sources in Romania.By analyzing the previous week, we identify separate areas of debate about: Health and its portfolio holder, Alexandru Rogobete; Energy and its associate minister, Bogdan Ivan; as well as a separate, well-demarcated segment that featured Muncii and Economiei, associated by the fact that both frequently referred in their public messages to salaries and pensions.
Noteworthy is also the central cluster where the name of Deputy Prime Minister Dragoș Anastasiu is very visible, as well as ministers Ionuț Moșteanu and Oana Țoiu. The Romania node acts as a point of interconnection in the network, linking distinct groups, which shows that most of the topics discussed are of internal relevance.
A peripheral topic was also the PNL Congress, where Minister Cătălin Predoiu was elected first vice-president.
