The Commission states that Europe's energy independence depends on an energy system that offers consumers more choices. The recommendations focus on facilitating informed choices regarding energy supply, preventing disconnections, and reducing the consequences of supplier bankruptcies.
The document aims to support member states in promoting the rapid development of energy communities, self-consumption, and forms of energy sharing. The Commission believes that these tools can contribute to the transition to cleaner energy and reduce prices.
"The conflict in the Middle East and its impact on energy prices highlight the volatility of global energy markets and the urgency with which Europe must strengthen its energy resilience. This must be the moment when we accelerate the transition to a more sustainable, safer, and consumer-oriented energy system. At a time when rising energy costs are a real concern for EU citizens, this package transforms the political atmosphere into concrete benefits for households, communities, and small businesses across Europe. We must protect vulnerable households against disconnections from energy supply and support all consumers in better managing their energy supply contracts, as well as playing an active role in the transition," said Energy and Housing Commissioner Dan Jørgensen.
MEP Virgil Popescu welcomed the Commission's recommendations but argued that the European Union must move more quickly to implement concrete measures, including updating the regulatory framework and providing clearer support for prosumers and energy storage.
"Beyond the recommendations, which are welcome, we must accelerate the pace of implementing concrete measures. Regulations must be swiftly revised to respond to new challenges and current realities, especially since this is a time when natural conditions are helping us, so we do not necessarily have immediate consumption pressure. The conflict in the Middle East is costing us a lot and has shown us that we still have many vulnerable points. Beyond the help provided to vulnerable consumers, we must encourage, protect prosumers, and make energy storage solutions more accessible, including for prosumers. This way, we will reduce the burden of traditional energy production and consequently also adjust prices," said Virgil Popescu.
The Commission will collaborate with member states and stakeholders to implement the recommendations. The European executive will provide technical assistance and monitor progress.
The recommendations come in the context in which the Commission links consumer protection to the broader goal of reducing dependence on fossil fuels and strengthening European energy resilience.
