The President of the European Council, António Costa, stated that any attack targeting civilian infrastructures, especially energy facilities, is 'illegal' and 'unacceptable', in a message posted on X, on the 38th day of the war in the Middle East. Costa emphasized that this principle applies both in the war in Ukraine and in other conflicts, mentioning that the Iranian civilian population is the main victim of the regime in Tehran.

He called on Iran to immediately cease attacks on Gulf countries and to restore maritime traffic in the Strait of Hormuz. His appeal comes in the context of threats from American President Donald Trump, who suggested attacks on Iranian infrastructure if the strait is not reopened.

The White House stated that U.S. military actions will comply with the law, but legal experts have warned that attacks on civilian infrastructure could constitute war crimes. Costa emphasized that a diplomatic solution is the only way to address the underlying causes of the conflict in the Middle East.
