According to the 2025 annual report on NextGenerationEU green bonds, the European Union has become one of the largest issuers of green bonds worldwide, with a total value of 78.5 billion euros. These bonds will help avoid emissions of approximately 14 million tons of CO2 per year. It is estimated that at least 37% of the spending in the recovery and resilience plans of member states will be directed towards sustainable investments, such as green infrastructure and renewable energy.

The projects financed by these bonds have the potential to reduce the EU's greenhouse gas emissions by 53.4 million tons of CO2 annually, equivalent to 1.5% of total emissions in 2022. The European Commission will continue to monitor the use of funds from green bonds through annual reports and an online dashboard. The NGEU framework for green bonds, adopted in 2021, ensures compliance with international standards regarding the use and reporting of funds.
