Almost 9.4 million Romanians participate in the private pension system, with a steady increase in contributions. The law in 2025 will regulate the withdrawal of funds.

The private pension system in Romania includes almost 9.4 million participants, of which over 8.3 million contribute mandatorily with 4.75% of their gross salary in Pillar II, while about 1.1 million participate in Pillar III, mostly through benefits provided by employers. The Vice President of ASF, Daniel Armeanu, emphasizes the maturity of this system, which, after 17 years of operation, has become essential for national financial stability. An important moment will be the adoption, on October 15, 2025, of a law that will regulate the methods of withdrawing funds from Pillars II and III, as well as the operation of private pension providers. Private pension funds account for over 11% of GDP and have recorded an annualized return of 8.04%, exceeding the inflation rate. The number of contributors has steadily increased, reflecting confidence in the system.
