The government is considering several scenarios for raising pensions in 2027, including an indexation implemented in two stages, amid budget pressures and the goal of reducing the deficit. More than 4.6 million pensioners were registered in Romania at the end of September 2026.
Under the options being discussed, pensions could increase by between 5% and 7.3%. A 5% indexation would have a budgetary impact of nearly 8 billion lei, while an increase calculated based on the 7.3% inflation rate would exceed 11 billion lei. Labour Minister Florin Manole indicated 7.3% as the estimate, but the final percentage has not been officially established.
One option is to grant the increase in stages: 3% in January 2027 and a further 4% in July. The government is also considering one-off payments for pensioners with low incomes, in one or two instalments.
Under Pension Law 360/2023, indexation must take into account the average inflation rate and the change in average gross earnings. For 2027, social assistance spending is estimated at approximately 170 billion lei, 12 billion more than in 2026. Finance Minister Alexandru Nazare called for a “prudent” indexation, as Romania will no longer be able to rely on PNRR funds.
