This measure, proposed by Austria, faces opposition from several member states, which fear it could legitimize the confiscation of Western assets by Russia. The sanctions imposed in 2022, following the invasion of Ukraine, have hindered shares in Strabag. Raiffeisen, the largest Western creditor in Russia, has encountered difficulties in selling its subsidiary due to the opposition of Russian officials.
