Brussels is exploring a new strategy for the sanctions imposed on Russia, following Greece's obstruction of a comprehensive package of European measures. European officials are seeking ways to accelerate the approval of more specific financial restrictions, thereby reducing the veto opportunities for member states.

Greece, the largest liquefied natural gas carrier in Europe, opposed halting Russian LNG shipments, arguing that a ban would shift market shares outside of Europe. In this context, discussions are underway about implementing sanctions in small batches to avoid blockages.

Recently, the EU approved the 21st sanctions package, which includes restrictions on the Russian banking sector but provides an exemption for Russian LNG transfers to third countries. The package targets 218 entities and individuals, marking the highest number of sanctions in the last four years.
