The new form of the Salary Law project introduces a new architecture for the payment of employees in the public sector.
Positions are to be classified into 12 salary grades, and salaries will be determined based on coefficients ranging from 1 to 8 and a reference value of 4,000 lei, starting from December 1, 2026.
This value is lower than that in the project of the former Minister of Labor, Florin Manole, which was 4,325 lei, and in the version of the law from July it had reached 4,100 lei, according to political sources. The reference value is the one from which all salaries in the public sector start. The new draft law comes with several changes, increasing the salary coefficients for teaching staff in pre-university education, and revising the calculation base for hourly pay. In health, the method of granting shift bonuses is modified.
The teaching bonus has also been modified as follows: "Teachers, educators, instructors, primary school teachers, and preschool teachers benefit from a bonus of 10% of the reference value. Teaching staff who perform the role of class teacher receive a bonus to their base salary, as follows: a) for classes of up to 20 students, 10% of the reference value; b) for classes between 21 and 30 students, 15% of the reference value; c) for classes with more than 30 students, 20% of the reference value."
