In 2026, ANAF can no longer determine how many people and companies operate in the webcam industry or what revenues reach the state budget. In a response cited by Digi24, the institution said that the activity is not recorded separately in the Classification of Occupations in Romania, the CAEN codes, or the Single Tax Return.
The situation differs from the data presented in 2023, when former ANAF head Lucian Heiuș estimated that approximately 5,000 companies and 400,000 people were involved in the sector. At the time, the tax authority said it could track income received through platforms and bank transfers.
In 2025, Anti-Fraud inspectors announced that they had identified at least 500 people who had failed to declare incomes amounting to millions of lei. Recovering the sums was made more difficult by the fact that some entities were headquartered abroad.
Companies use several CAEN codes, including 9609, 6311, and 6312, making it difficult to define the sector and assess its tax compliance. Meanwhile, the A.D.U.L.T. Association sued the Ministry of Internal Affairs to clarify the legal status of certain adult activities, including webcam services. A unified classification could be established through legislative intervention.
