Negrescu points out that although the EU has added new priorities, budgetary resources remain the same. This could lead to new EU taxes, increased contributions from member states or new EU loans. The European Commission's proposal for the 2025 budget contains €190.5 billion in commitment appropriations and €142.6 billion in payments.
