The National Administration of Penitentiaries (ANP) has reported that the staff shortage and the occupancy rate of detention places are major challenges for the penitentiary system, especially after the protest of employees at the Giurgiu Penitentiary. According to ANP, the occupancy rate in this unit is 105.24%, while in the maximum security sector, it reaches 117.61%, exceeding the legal capacity.

ANP is working on development projects to create 1,762 new places and modernize another 38 by 2026, in order to improve detention conditions. ANP appreciates the efforts of the staff and reaffirms its commitment to dialogue with the unions to find solutions. Additionally, ANP will enroll 20 students from the National School of Penitentiary Police at the Giurgiu Penitentiary and will assign graduates to reduce the staff shortage. The issues raised by employees are known and are under the attention of the ANP management.
