On Tuesday, the Ministry of Justice established a working group to examine the reorganization of the National Administration of Penitentiaries (NAP) and the National Probation Directorate (NPD), in implementation of the measures set out in the Government Program – Justice Section.
The decision was announced after a meeting chaired by Minister of Justice Radu Marinescu, who called for the acceleration of institutional reform, the setting of clear deadlines, and the assignment of specific responsibilities. The group will analyze the legal and administrative framework required to integrate the NPD into the NAP and will formulate proposals concerning the organization and operation of the new structure.
The assessment will address the legal, administrative, budgetary, and operational implications, as well as the impact on staffing structures, material resources, and working procedures. The group’s report must be finalized and submitted to the leadership of the Ministry of Justice by December 1.
At the same meeting, the development of prison infrastructure, the digitalization of activities, and the balancing of staffing structures were discussed. The Ministry aims to create at least 500 new detention places by the end of 2026, in compliance with European standards, and to expedite the implementation of electronic monitoring for detainees.
