The Ministry of Environment, Waters and Forests has initiated a draft Ordinance for the regulation of priority areas for biodiversity, part of Romania's commitments under the National Recovery and Resilience Plan (PNRR). Minister Diana Buzoianu emphasized that the approach will be based on consensus, involving local communities in the process of protecting biodiversity.

The project does not impose fixed percentages of territory, allowing for adaptation to local specifics, with strictly protected areas and areas with active management. Consultations with local authorities have been essential, and the boundaries of the areas will be adopted only with their agreement. The Ministry aims to demonstrate that the protection of biodiversity can coexist with the development of local communities.
