Who are the highest-paid bosses at state-owned companies in Romania? One director earns over 134,000 lei per month from three positions

On Thursday, the government published on the guvernanta.gov.ro platform the salaries, CVs, and management contracts of the executives of 121 state-owned companies. The data shows that the highest salaries are paid in the energy and transport sectors. The highest cumulative income belongs to the general manager of Bucharest Airports, Bogdan Stelian Mîndrescu: over 134,000 lei gross per month, from three positions.

The platform was created at the initiative of Deputy Prime Minister Oana Gheorghiu. It centralizes information about the boards of directors, supervisory boards, and executive boards of 121 active companies under the authority of central institutions. More than 1,350 documents have been published, including over 650 CVs and more than 600 management contracts, according to Radio Romania.

“Making state-owned companies more transparent and opening the doors to what is happening inside them is the way we will be able to ask the right question: are they useful or not?” Oana Gheorghiu declared, as quoted by Radio Romania.

Energy and transport pay the best

The analysis below uses the register published on guvernanta.gov.ro on September 23, 2026. The amounts are gross. The government presents them as monthly incomes.

The companies with the highest executive salaries are:

• Romgaz: General Manager Răzvan Popescu, Deputy General Manager Aristotel Marius Jude, and Economic Director Gabriela Trâbițaș each earn 71,370 lei.

• ROMATSA, the company that directs air traffic: General Manager Marius Adrian Cojoc earns 71,000 lei, while Economic Director Cristian Cîțu Radu earns 63,900 lei. This is also where the highest allowances for board members are found, at 46,850 lei.

• Bucharest Airports: General Manager Bogdan Mîndrescu earns 69,348 lei, while board members receive up to 46,560 lei.

• Energonuclear: 68,388 lei for interim General Manager Constantin Alexandru Havriș

• Transgaz: 67,365 lei for General Manager Ion Sterian

• CONPET: 66,636 lei for General Manager Mihaela Anamaria Dumitrache

They are followed by Electrocentrale Bucharest, Transelectrica, Hidroelectrica, IOR, Nuclearelectrica, and Antibiotice. At all these companies, executive salaries exceed 53,000 lei.

For comparison, half of the 87 general manager positions with published gross salaries are paid less than 31,712 lei per month. For all executive positions with published gross salaries, the median amount is 15,530 lei.

Top 5 highest-paid general managers

The first five general managers ranked by the gross salary declared for their executive position are:

1. Răzvan Popescu, Romgaz: 71,370 lei;

2. Marius Adrian Cojoc, ROMATSA: 71,000 lei;

3. Bogdan Stelian Mîndrescu, Bucharest Airports: 69,348 lei;

4. Constantin Alexandru Havriș, Energonuclear (interim general manager): 68,388 lei;

5. Ion Sterian, Transgaz: 67,365 lei.

In sixth place is Mihaela Anamaria Dumitrache, General Manager of CONPET, with 66,636 lei.

At Romgaz, two of the general manager’s subordinates have the same salary as he does. Deputy General Manager Aristotel Marius Jude and Economic Director Gabriela Trânbițaș also receive 71,370 lei. At Hidroelectrica, three members of the executive board earn 54,790 lei. The chairman of the executive board, Iulius Dan Plaveti, earns 38,462 lei.

Holding multiple positions: who earns the most

The platform lists 104 people with at least two executive positions in state-owned companies. According to the government, only one person has monthly income exceeding 100,000 lei. Another 36 people earn between 50,000 and 100,000 lei, according to Radio Romania.

Data on the platform shows that this person is Bogdan Stelian Mîndrescu. He earns a total of 134,146 lei gross per month from three positions:

• 69,348 lei as General Manager of Bucharest Airports;

• 35,260 lei as a board member of the Romanian Civil Aeronautical Authority;

• 29,538 lei as a board member of the Romanian Auto Registry.

In second place is Mustafa Sinan, with 95,378 lei, also from three positions:

• 45,232 lei as General Manager of CNCIR;

• 25,215 lei as chairman of the board of Midia Green Energy;

• 24,931 lei as a board member of Energonuclear.

The following positions are:

• Andrei Gabriel Benghea Mălăieș, with 70,978 lei: 43,600 lei as a board member of Rasirom and 27,378 lei as a board member of Romgaz;

• Adrian George Foghiș, with 70,287 lei: 45,356 lei as chairman of the executive board of SAPE and 24,931 lei as chairman of the board of Energonuclear;

• Ileana Mirela Bîrchi, with 64,576 lei, solely from board allowances: 46,560 lei at Bucharest Airports and 18,016 lei at CNAIR.

Not every combination of positions brings in extra money. Several general managers, including Marius Adrian Cojoc (ROMATSA) and Ion Sterian (Transgaz), are also members of the board of the company they lead. They receive 0 lei for the board position.

What the data does not show

The published amounts appear to be the fixed component of remuneration. Annual bonuses are listed separately in the companies’ remuneration reports. Not all companies have published their incomes. For example, the Constanța Maritime Ports Administration has eight published CVs, but no income figures. In addition, two salaries from Timișoara Airport are reported net, in euros, so they cannot be directly compared with the others.
