Daniel Dumitru Learciu, the head of the Agency for the Financing of Rural Investments (AFIR) Constanța, has been placed in preventive detention for 30 days, being accused of continuous influence peddling.
He allegedly handed over approximately 110,000 euros and goods to a prosecutor from the Prosecutor's Office next to the Constanța Court of Appeal, between December 2025 and April 2026. The decision of the Higher Court is not final. In the same case, two prosecutors, Gigi Ștefan and Teodor Niță, have been placed in preventive detention for connections with the political and business environment, intervening for favorable solutions in cases.
Prosecutor Ștefan is accused of receiving a bribe of 60,000 euros to intervene in favor of a person, promising influence over other authorities. Niță attempted to influence an officer from ISU to protect a commercial company. These prosecutors had long careers, with leadership positions within the prosecutor's office.
