The government has analyzed the information note regarding public enterprises with high governance risk, in the context of the expiration of the provisional mandates of the administrators and directors. The extension deadlines are March 31, 2026, for administrators and May 31, 2026, for directors, according to Emergency Ordinance no. 109/2011 and Emergency Ordinance no. 69/2025.
The main causes of the identified risks are the expiration of mandates and the delay in completing the selection procedures. At the central level, 33 public enterprises have been classified as high risk, 20 of which have immediate risk. Additionally, 50 enterprises have leadership positions with expired or expiring mandates. The distribution of risks shows a major concentration at the Ministry of Economy, Digitalization, Entrepreneurship, and Tourism, followed by the Ministry of Finance and the Ministry of Energy. The urgency of the situation is highlighted by the fact that 20 enterprises have affected councils, and 32 positions are already vacant.
