With 36 votes 'for' and one abstention, the General Council of the Municipality of Bucharest has mandated Ciprian Ciucu to initiate the necessary steps for the takeover of ELCEN's operations by the City Hall. This takeover would allow the consolidation under the control of PMB of all components of the Centralized Thermal Energy Supply System (SACET), including production, transport, distribution, and supply of thermal agent.

Currently, Termoenergetica SA controls the transport and distribution of thermal energy, but production is mainly provided by ELCEN, which is subordinate to the Ministry of Energy. The existence of two different owners generates financial problems, with PMB bearing high costs and accumulating debts to ELCEN. A potential unification of the two entities could eliminate these costs and penalties. The government has approved the initiation of procedures for the transfer of ELCEN's operations to PMB, and the valuation of the transaction will be carried out by the Ministry of Energy. ELCEN supplies thermal agent for 560,000 apartments and holds a 4% share of the electricity delivered in the National Energy System.
