The National Health Insurance House (CNAS) reported a deficit of 8.7 billion lei in 2025, a significant increase compared to the previous year. Total expenditures exceeded 26 billion lei, most of which were allocated to pharmaceuticals, medications, and dialysis services.
Of this amount, hospitals received 17 billion lei, while outpatient services received only 13 billion lei. Over the last 10 years, the cumulative deficit of CNAS has exceeded 70 billion lei, covered by state subsidies. Although revenues have increased significantly, the House has not managed to streamline expenditures, and patients do not benefit from better medical services, quick access, or prevention and screening programs.
