The Constitutional Court of Romania (CCR) will decide on Thursday regarding the referral made by Sorin Grindeanu, the President of the Chamber of Deputies, who accuses the Government of exceeding constitutional limits by adopting the Emergency Ordinance regarding the SAFE Program, after the fall of the Executive through a motion of censure.

Grindeanu signals a possible legal conflict between Parliament and the Government, arguing that the Executive has substituted itself for Parliament, transforming from a delegated legislator into a competing authority. The referral invokes the violation of the principle of loyal collaboration between institutions and the affecting of constitutional balance. Grindeanu argues that the Government no longer had the competence to legislate after the withdrawal of confidence, and the ordinance was significantly extended on the day of the vote on the motion of censure.
