A new bill proposes measures to protect real estate buyers, stipulating that each property will have a distinct land register, thus preventing the simultaneous sale of the same apartment. The project introduces reservation agreements for properties, which will be valid for 60 days, with a maximum deposit of 5% of the price, an amount that will be deducted from the final price. If the sale promise is not completed due to the developer's fault, they will have to refund the deposit within 30 days.
Additionally, the initiative limits the deposit to 25% for the structural part and 20% for installations, eliminating the initially proposed 15% cap. The money paid as a deposit will be deposited into a separate bank account, usable only for the construction of the project, and using it for other purposes will incur fines.
These measures were generated by the Nordis scandal, following a journalistic investigation that exposed irregularities in the sale of apartments by the company controlled by Vladimir Ciorbă, the husband of PSD deputy Laura Vicol-Ciorbă. After the scandal, Vicol resigned from PSD, and the Ciorbă spouses were placed in preventive detention but were later released.
