Romania leads the European Union in terms of migration, with 3.1 million Romanians settling in other countries, representing 16.3% of the total population. This is significantly higher than other European countries such as Croatia and Bulgaria. Sociologist Dumitru Sandu points out that many Romanians who have built homes in the country are waiting for signs of improving economic and social conditions before returning. Migration is influenced by economic crises and lack of domestic reforms.
