GRECO reports that Romania has met only two out of 26 recommendations to prevent corruption, most of which have been partially implemented.

According to the GRECO report, Romania has met only two of the 26 recommendations on preventing corruption. Of the remaining 24, 22 have been partially implemented and two have not been implemented at all. The adoption of Law No. 49/2025 is essential for setting ethical standards for members of government. GRECO emphasizes the need for further measures to improve integrity and transparency in executive offices and law enforcement institutions and to address conflicts of interest. The Romanian authorities must report on progress by the end of 2026.
