SNSPA Rector Remus Pricopie warns that the Democrats’ victory in the U.S. elections on November 3, 2026, does not mean a change of administration at the White House. Although Republicans have lost control of both chambers of Congress, Donald Trump will continue his presidential term until January 2029.
In an analysis published on Facebook, Pricopie explains that the American constitutional system separates legislative power from executive power. The new Congress can block legislative initiatives, condition budgets and launch investigations, but the president retains his powers in foreign policy, diplomacy and national security.
The SNSPA rector maintains that Romania must cooperate with both the presidential administration and Congress, regardless of which party holds the majority. Key issues include Black Sea security, the U.S. military presence on NATO’s eastern flank, support for Ukraine and the Republic of Moldova, energy and economic relations.
Pricopie criticizes the politicization of relations with the United States and says that President Nicușor Dan, the Ministry of Foreign Affairs, and ambassadors George Maior and Andrei Muraru have maintained dialogue with both American parties. He stresses that Romania’s Strategic Partnership is with the United States, not with a party or a temporary administration.
