The Association of International Recruitment Agencies criticized the Government for a draft Emergency Ordinance that could create a monopoly in the recruitment of foreign workers, concentrating this activity in the hands of a few large firms. The project provides for the digitalization of processes through the platform WorkinRomania.gov.ro, but recruitment agencies believe that the measure will negatively affect the market economy and the rights of migrant workers.
Among the controversial provisions are the elimination of the possibility of directly hiring foreign workers and the imposition of a deposit of 200,000 euros for recruitment agencies, which would exclude SMEs. Agencies warn that this will lead to a concentration of the market in the hands of only a few large operators and will increase the risk of illegal migration and undeclared work. They also contest the responsibility transferred to agencies for situations that do not depend on them and accuse the retroactivity of certain legal provisions. Agencies are calling for the withdrawal or rewriting of the project and consultation with the European Commission.
