In July 2023, the residential market in Romania saw record apartment sales, boosted by the announcement of a VAT increase from 19% to 21%. In Bucharest, more than 5,000 apartments were sold and in Cluj-Napoca, transactions exceeded 1,000, the highest level in three years. Although Timisoara saw a slight increase, Iasi saw a decrease. The majority of buyers were individuals, and many developers have pledged to partially cover the VAT increase. The market is maturing, with an emphasis on sustainable and quality projects.
