Romania recorded the largest increase in housing prices among the European countries analyzed in the Deloitte Property Index 2026. In 2025, homes became 14.4% more expensive, while the average price reached €1,917 per square meter, driven by limited supply and high development costs.

Although the increase was the highest in Europe, Romania remains among the countries with the most affordable residential properties, ranking fourth after Turkey, Serbia, and Albania. At the opposite end of the scale, Luxembourg has the highest national average price, at €9,160 per square meter.

Cluj-Napoca is Romania’s most expensive city, at €3,137 per square meter, followed by Brașov at €2,156 and Bucharest at €2,026. However, the capital recorded the largest increase among the three cities, at 15.3%.

Prices continued to rise even though transactions fell by 10% in the last three months of 2025 compared with the same period a year earlier. Deloitte specialists estimate that homes could become more expensive going forward, but at a more moderate pace, as long as supply remains insufficient.
