President Nicușor Dan has promulgated a new law regarding mandatory civil liability insurance (RCA), which introduces significant changes for drivers and users of electric scooters and electric bicycles.

The law extends the obligation for RCA insurance for vehicles that previously did not require registration, including scooters and electric bicycles that exceed certain speed and weight limits. Additionally, new minimum compensation ceilings are established, of 6.4 million lei for material damages and 32 million lei for bodily injuries, in accordance with the requirements of the European Union. The adoption of this law was expedited by warnings from the European Commission, with Romania facing significant financial penalties for delaying the transposition of the European directive. The law will come into force after publication in the Official Monitor, and the Financial Supervisory Authority will issue the implementation norms.
