Ciprian Ciucu, the general mayor of the Capital, stated during the General Council meeting that Bucharest risks reaching a critical financial situation due to the unsustainable funding model. Almost a third of the City Hall's budget is consumed by the subsidy for heating, and the operating costs and contributions from the population worsen the situation.


The mayor emphasized that without rapid reforms, the city will not have sufficient funds for hospitals, parks, and public transport. Ciucu criticized the slow pace of reforms and threatened to make public the expenses of the municipal companies STB and Termoenergetica if immediate measures are not taken. He also mentioned that the takeover of ELCEN by the City Hall should be conditioned on ensuring the necessary funding for the modernization of the heating infrastructure.
