The man, identified as F.A., has been detained for 24 hours and is accused of torturing and killing animals intentionally. The puppies, recently born, were found in a bag thrown in a trash bin in the UTA industrial park. Upon the authorities' arrival, four of the puppies still showed vital signs. The investigation is conducted by the Arad Animal Protection Office.
