Hubert Thuma, the president of the Ilfov County Council, highlighted the severe problems faced by local administrations in Romania due to the delay in adopting the state budget. Local authorities are currently operating with only 1/12 of the proposed budget for 2025, which limits the funding for essential services in the context of an inflation rate of nearly 10%. Thuma warned that, in the best-case scenario, local budgets will be adopted only at the end of March or the beginning of April, and some units may have their budgets approved even in May.

He also mentioned the lack of predictability regarding the shares of income tax and VAT, emphasizing the need for real consultation with local administrations. Thuma insisted on the importance of a concrete discussion about public transport in Bucharest-Ilfov, considering the large number of citizens who contribute to the Capital's budget. He concluded that the budget must be treated with responsibility, not as a political subject, having a direct impact on the functioning of communities.
