Gheorghe Pecingină has been appointed special administrator of STB

Attorney and insolvency practitioner Gheorghe Pecingină was appointed on Tuesday, September 22, 2026, as special administrator of the Bucharest Transport Company (STB), which is undergoing insolvency proceedings. The decision was made by the General Meeting of Shareholders amid proceedings opened by the Bucharest Tribunal for the company’s reorganization and debt repayment.

In his new role, Gheorghe Pecingină will participate in the management of STB, represent the company in court, and propose a reorganization plan. The document is expected to pursue the public transport operator’s financial recovery and operational efficiency.

Pecingină said he is taking on the mandate with the aim of contributing to STB’s stabilization and establishing a clear development outlook. He emphasized the company’s importance to Bucharest and the continuity of public transport services.

The new management structure will operate alongside STB General Director Andrei Dinculescu-Bighea, under the supervision of the judicial administrator. The latter is a consortium formed by Euro Insol SPRL, Turmac Insolvency SPRL, and Ceres Insolv SPRL, represented by Remus Borza.

Insolvency proceedings were opened on September 8, 2026. Through reorganization, STB aims to consolidate its operations and maintain safe public transport while improving the services provided to passengers.
