The project initiated by PNL proposes strict regulations for electric scooters that circulate on public roads, aiming to protect traffic participants. The maximum allowed speed will be 25 km/h, and the motor power will not exceed 2 kW. Electric scooter riders must be at least 16 years old, while the minimum age for bicycles is 14 years.

The use of a protective helmet will be mandatory for all users on the roadway, except for those who rent scooters. Additionally, liability insurance will be mandatory for all electric scooters. The project prohibits the use of mobile phones while moving and provides fines for the consumption of alcohol or drugs. A plenary debate will follow to turn these proposals into law.
