The draft regulatory act aims to introduce 16 new psychoactive substances into Law no. 143/2000, involving the Drug Analysis and Profiling Laboratory in their identification.

The draft law aims to transpose a Directive of the European Commission from October 14, 2025, introducing 16 new substances into Romanian legislation. It provides for the involvement of the Drug Analysis and Profiling Laboratory within the Romanian General Police Inspectorate for the identification of substances in drug seizures.


The project allows the use of certain quantities of drugs for educational and research purposes, as well as for training drug detection dogs, prior to a court ruling. Counter-evidence will be kept for 10 years, a change from the current legislation.


Additionally, police specialists will participate in the destruction of drugs. The European Commission has assessed the risks of the substances 2-MMC, NEP, and 4-BMC, considering their inclusion in the definition of the term 'drug' necessary due to the risks to public health. The project emphasizes the need to expand toxicological screening, considering the rapid evolution of the consumption of psychoactive substances.
