The Superior Council of Magistracy (CSM) announced that 2,583 judges, or 56.5% of the active body, participated in a survey regarding current issues in the judicial system. This participation gives the survey a high degree of representativeness, being evenly distributed across all levels of jurisdiction.


CSM emphasizes that this effort is the most extensive to date, with a record number of respondents, surpassing previous consultations. The responding judges come from various courts, with a majority of 55.9% from courts of first instance. The consultation takes place in the context of an investigation into the state of justice in Romania. Additionally, President Nicușor Dan announced the initiation of a referendum among magistrates to assess whether CSM acts in the public interest or in the interest of a small group. Judges and prosecutors from CSM opposed this initiative. CSM will present the conclusions of the survey after data centralization in December 2025.
