CNSC rejected the appeal of SA&PE Construct regarding the contract for section 1 of the A8 Highway, thus confirming the decision of CNIR.

The National Council for Solving Contests (CNSC) rejected the contest submitted by SA&PE Construct for the contract for the design and execution of section 1 of the Unirii Highway (A8) Târgu Neamț (Moțca) - Iași - Ungheni, according to the announcement from the National Company for Road Investments (CNIR).

The CNSC decision confirms the result of the CNIR Evaluation Commission. The contract for section 1 Moțca - Târgu Frumos was awarded on October 30, 2025, to the construction association Danlin XXL (leader) - Groma Hold Ltd - Intertranscom Impex - Evropeiski Patishta, which won the auction with a bid of 4.76 billion lei. SA&PE Construct, leader of another consortium, contested the contract on November 11, but can now challenge the CNSC decision in court. Section 1 is 27 kilometers long and will include 36 bridges, four tunnels, and three road junctions.
