Mayor Emil Boc announced the introduction of an official cat shelter system for stray cats in Cluj-Napoca, according to Actual de Cluj. This initiative is not new, as volunteers have implemented similar solutions in the city. Starting this year, the municipality will adopt a clear model, inspired by other European cities, which will include the placement of shelters only with the agreement of homeowners' associations. The program will be strictly regulated, ensuring that there will be no improvisations or discomfort for residents. Homeowners' associations will decide the placement of the shelters, and together with NGOs, will designate responsible individuals for feeding the cats and maintaining cleanliness.
The City Hall will coordinate the program and will check compliance with hygiene and urban aesthetic standards. For the year 2026, the local administration is preparing a pilot project with 80 shelters, with the initiative expected to be expanded later.
