Electric scooters with a maximum speed over 25 km/h or weighing over 25 kg must be insured with RCA, according to the new regulations.

According to recent changes in RCA legislation, any land transport vehicle with its own propulsion, which does not move on rails, must have RCA insurance if it has a maximum constructive speed greater than 25 km/h or a self-weight greater than 25 kg and a maximum speed of over 14 km/h. Thus, electric scooters that meet these conditions are required to have RCA insurance. Additionally, if an electric scooter exceeds 25 km/h, it is considered a moped, which requires not only RCA insurance but also a driving license and registration. Electric bicycles that provide only pedal assistance and cannot be activated solely by the motor do not require RCA insurance. The new regulations apply to all self-propelled vehicles, not just electric scooters, and their legal definition is clarified by OUG no. 195/2002.
