The Mayor of the Capital, Ciprian Ciucu, emphasized the importance of using public investments to attract private capital in urban regeneration projects, thus generating revenue for other public programs. He highlighted the need for a coherent strategic vision, considering the budgetary independence of sector mayors. A successful example is the Line Park, which led to the tripling of apartment prices in the area. The municipality is analyzing about 4,000 properties to identify those that can be reintroduced into the economic circuit, through leasing or public-private partnerships.

However, Ciucu acknowledged that the current budget is not sufficient for the renovation of buildings at seismic risk, estimating that it would take decades to reinforce the entire stock. The mayor described PMB as an "administrative monster" and emphasized the need for administrative reform and attracting private capital to ensure the long-term development of Bucharest.
