The general mayor Ciprian Ciucu explained that snow removal equipment operates more efficiently when car traffic is restricted, thus reducing the need for salt, which damages asphalt and green spaces. He provided examples from Western cities, such as New York, where citizens give up their cars in significant snowfall conditions. Ciucu emphasized that, in the absence of traffic, the productivity of snow removal equipment increases by 30-40%.

He mentioned that, usually, the population expects all streets to be cleared immediately after snowfall, which is not realistic. It takes 24-48 hours to properly clear secondary streets. Ciucu proposed a discussion with citizens and sector mayors to establish clear rules in the case of heavy snowfall, suggesting that on days with over 45 cm of snow, children should stay home, and car traffic should be prohibited, except for emergencies.

He highlighted the enormous pressure on mayors and sanitation operators in the first 24 hours after snowfall, which leads to high expenses and excessive use of salt. Ciucu acknowledged that the Capital City Hall does not have its own snow removal service but regulates and controls the activity of sector mayors, who are responsible for snow removal. He also mentioned that the Local Police has imposed fines for irregularities but called for a calmer and more rational approach in managing snowfall situations.
