The Standing Bureau of the Chamber of Deputies has decided to establish a working group to analyze the bills concerning the reduction of the number of parliamentarians. The group will have 15 members, appointed proportionally to the political representation in the Chamber, and the parliamentary formations must submit their proposals by next week.

The decision comes after the Legal Committee requested the formation of a joint group, with the participation of all parliamentary groups and unaffiliated deputies. The two bills have been assigned to several committees, and parliamentarians consider a unified framework necessary for analyzing them, without changing the powers or legislative procedures.

The Legal Committee points out that reducing the number of mandates is not merely a numerical matter. The Constitution provides that the number of parliamentarians must be established in relation to the country's population, and changing the number of mandates would affect the representation quota, the 5% threshold for the election of deputies, and the allocation of mandates in constituencies.

The working group will have to take into account the data from the most recent census, territorial representation, the protection of the rights of national minorities, and the distinct effects on the Chamber of Deputies and the Senate.Several allocation options and their impact on the electoral mechanism will be analyzed.
