After the Russian attacks on Ismail in Ukraine, residents of Tulcea were alarmed by loud noises and made 12 calls to the 112 emergency number. The absence of a RO-ALERT message contributed to the panic, as citizens do not usually call 112 in such situations. Cristina Profir from ISU Delta explained that in the absence of a warning, people were more worried and sought help.
