APA Nova, the water and sewage operator of Bucharest, stated that the recent floods were caused by the intensity of the precipitation, which was estimated at 120.8 liters per square meter in a quarter of an hour in the Știrbei Vodă area. Alexandru Moldovan, deputy general manager, explained that these extreme conditions are rare events that occur once every 40 years, according to design criteria.

The sewage network in Bucharest, with over 2,300 kilometers of pipes, could not handle the entire amount of water, which reaches a large collection basin. To prevent future problems, APA Nova proposes targeted interventions, such as resizing the pipes and constructing retention basins. It was also explained about the flooding on Poligrafiei Boulevard, where a voltage fluctuation stopped the pumps of the recently rehabilitated pumping station.
