This document establishes minimum safety, operation, and responsibility requirements for administrators, emphasizing the importance of adhering to them. Anghel mentioned that if this guide had been applied correctly, incidents like the recent one in Cluj, related to the Ferris wheel at the Christmas Market, could have been avoided. He criticized the acceptance of incomplete or copied documentation, which endangers children's safety. Anghel emphasized that the responsibility for the safety of the equipment is shared among administrators, designers, inspectors, and authorities, and compliance with the ANPC guide is essential.
