ANAF has put up for sale 16,621 shares in Rolling Stock Company, representing 48.9948% of the company’s capital, with a starting price of 187.26 million lei. The stake is held by CFR Marfă, a company undergoing liquidation after filing for bankruptcy in May 2026.
The announcement was published on the e-Licitații platform, and the advertising period ends on November 22. The starting value was established following an assessment carried out by an authorised appraiser. If the stake is not sold at the first auction, the price may be reduced by 25% in the second procedure and by 50% from the initial value in the third.
Rolling Stock Company was established in 2007 and is controlled by Grup Feroviar Român, part of the Grampet group led by businessman Gruia Stoica. GFR owns approximately 51% of the shares, while the company leases locomotives and railcars in Romania and Central and South-Eastern Europe.
The sale comes as CFR Marfă withdraws from railway transport operations. The company lost its licence in May 2026 after its operations and some of its assets and employees were taken over by Carpatica Feroviar, a state-owned company established in 2024. CFR Marfă must recover at least 570 million euros, plus interest, representing state aid declared incompatible by the European Commission in 2020. Until the liquidation is completed, the company retains stakes and assets that can be monetised.
