ANAF inspectors identified a damage of 8.7 million lei at a construction company, which allegedly used shell companies for fictitious expenses.

The inspectors of the General Directorate for Fiscal Anti-Fraud within ANAF have established a damage of approximately 8.7 million lei in the case of a construction company suspected of recording fictitious expenses related to labor force purchases. The company declared purchases of 27 million lei from four phantom companies, abusively using the RO e-Invoice system. These companies were registered in the names of intermediaries who had no knowledge of their activities.


ANAF found that the mechanism was used to conceal the reality of the labor force used in construction works, thus evading tax obligations. Following the audit, ANAF will notify the criminal prosecution authorities to analyze the facts and take the necessary legal measures. The institution reiterates the importance of complying with tax legislation and continues to combat fraud through phantom companies.
